Vivek Ramkumar, Manager, International Budget Partnership of the Open Budget Initiative suggests that there is a lack of will for governments to create open and transparent budgets. This includes budget preparation, oversight and budget execution. Mr. Ramkumar points out that there are other factors involved as well.
