Successes and Challenges of USAID Payment Reform Implementation in Liberia

David Colvin
President and CEO, IBI International
Hear about how a
USAID-funded project is establishing a mobile money payment system for the
Government of Liberia, creating five pilot projects in various Liberian
Ministries that have the potential to save $6 million. David Colvin, CEO of
USAID’s implementing partner IBI International, will talk about the successes
and challenges of working with this West African government to introduce
cost-saving payment reform. By maximizing the benefit of the extensive
penetration of cell phones through rural and urban communities, mobile money
has the potential to save time and money for governments, the private sector,
and those receiving the payments.
Our Speaker: David Colvin is
a development practitioner with long experience in US development assistance
policies and procedures. As President
and CEO of IBI, Mr. Colvin guides the firm’s partnering and new business
initiatives, and provides strategic and operational leadership for a range of
public financial management projects.

The evolution of good governance through
financial management at the Organization of America States: What are the financial management mechanisms in place and how have these
evolved to ensure that objectives and outcomes established by its stakeholders
are achieved in an efficient, economic and effective way.
Our Speakers:
Javier Arnaiz, CGFM, is an international public
organization officer at the Organization of American States (OAS). He has over
twenty years of experience in financial accounting and general management. He
joined the OAS in late 1995 as a staff accountant in the Department of
Financial Services. Since then, he has held several positions, including Cash
Manager, Chief of Financial Reporting and Compliance, and currently Director of
Finance and Treasurer of the OAS.
Diego Yrivarren, CGFM, has over 10 years of financial accounting experience as an officer at the Organization of American States (OAS) where he currently holds the title of Financial Reporting Manager. Diego advises senior management on financial control issues and leads a team of accountants in the preparation of statutory financial statements. AidData
makes development finance information more accessible and actionable by
creating data, decision support tools and knowledge products that enable the
global development community to more effectively target, coordinate, and
evaluate aid. With AidData 3.0, development researchers and practitioners are
now able to compare data on over $40 trillion in remittances, foreign direct
investment, and aid from 90 donor agencies. Private foundation grants and
domestic public expenditure from developing countries will also be added in the
coming months. AidData also works with a variety of development finance and aid
management institutions to provide custom data solutions, including mobile and
web applications, and research, training, and advisory services.
During
this presentation, AidData will demo the AidData 3.0 platform (including its
GIS module). AidData has developed an open-source data collection and
triangulation methodology, The Tracking Under-Reported Financial Flows (TUFF),
to help analysts, journalists, policymakers and transparency advocates better
understand China's role as a non-Western supplier of development finance in
Africa. The resulting treasure trove of data is publicly available at china.aiddata.org and
captures over 1900 Chinese grants, loans, technical assistance programs, debt
relief schemes, export credits, and state-sponsored investment activities.

Nancy Choi is the
Co-Executive Director of AidData, and is the Senior Director of Operations at
Development Gateway, responsible for the management and strategic direction of
DG's programs in over 30 countries. Nancy has extensive experience
leading aid management projects and working with governments and donors around
the world. Previously, Nancy monitored and responded to natural disasters and
humanitarian emergencies for USAID.
Brad Parks is Co-Executive
Director of AidData and Research Faculty at the College of William and Mary's
Institute for the Theory and Practice of International Relations. He previously
administered the Millennium Challenge Corporation’s annual country selection
process. He is also an author of several
books and articles on aid allocation, aid effectiveness, and development theory
and practice.
