Former Ambassador Pamela White will talk about the pitfalls of public financial management assistance in developing countries and how to overcome them.  Ms. White will also discuss how she has been successful in many developing countries as Mission Director for multi-million dollar USAID
development projects.

Our Speaker:  Former Ambassador Pamela A. White was officially sworn in as Ambassador to the Republic of Haiti on July 18, 2012 and retired in September 2015.  In Haiti, Ambassador White oversaw a budget of over a billion dollars spanning 13 agencies.  Previously, she served in Haiti from 1985-1990.  Prior to serving as Ambassador she served as head of USAID programs in Mali (2001-2005), Tanzania (2005-2008) and Liberia.  Ambassador White previously served as Ambassador to The Gambia from 2010-2012. Prior to this role she served as Mission Director for United States Agency for International Development (USAID) in Liberia where she managed USAID's second largest development budget in Africa, averaging over $200 million a year.  Ambassador White holds the rank of Career Minister. She has over 35 years of experience from serving mostly in Africa where she began her public service as a Peace Corps volunteer in Cameroon (1971-1973). Ambassador White joined the U.S. Agency for International Development (USAID) in 1981 after several years of work in education and research.

The discussion will focus on the Third International Conference on Financing For Development that was recently held in Addis Ababa, Ethiopia.  Mr. Wuertz attended as the USAID Representative and will discuss the highlights and next steps with respect to development finance in the region.

The Conference gathered high-level political representatives, including Heads of State and Government, and Ministers of Finance, Foreign Affairs and Development Cooperation, all relevant institutional stakeholders, non-governmental organizations and business sector entities.

The Conference resulted in a negotiated outcome which provides a new global framework for financing sustainable development that aligns all financing flows and policies with economic, social and environmental priorities.  It also resulted in a comprehensive set of policy actions by Member States, with a package of over 100 concrete measures to support mobilization of the means for a global transformation to sustainable development and achievement of the Sustainable Development Goals.

Our Speaker:
Robert E. Wuertz is a former Mission Director and current Director for the Office of Economic Policy, E3.  In his current capacity, Mr. Wuertz manages a group of economists providing technical services to missions and key USAID initiatives including revenue mobilization and assessment of extreme poverty.  Mr. Wuertz has had many posts, including Macedonia, Iraq, Egypt, Pakistan, Manila and Ghana.  Prior to Joining USAID, Mr. Wuertz served as an Economic Advisor for the US Treasury in Saudi Arabia.  Wuertz holds a Ph.D. in economics from the University of Virginia, and a bachelor's in economics from Cornell University.

The Data Act passed Congress on April 28, 2014 and was signed into law on May 9, 2014 (P.L. 113- 101). The Act amends the Federal Funding Accountability and Transparency Act (FFATA) to require full disclosure of Federal agency expenditures.

Ms. Lee will discuss the goals of the Data Act and the steps that OMB is taking to meet those goals:
  • Standardize data definitions – collaborate with Federal and non-Federal stakeholders to define common data elements across communities
  • Look at industry standards – during implementation, carefully examine common practices and uses to maximize positive impact
  • Consider implications – use collaboration tools and outreach processes to understand and consider potential implications for stakeholders in their future reporting and compliance based on standards

Ms. Karen F. Lee is currently the Chief of the Office of Federal Financial Management, Office of Management & Budget, Executive Office of the President and joined OMB in 2010.  Ms. Lee was previously an attorney with Kirkland & Ellis LLP and served for four years as a Policy Analyst, Office of Information & Regulatory Affairs, Office of Management & Budget.

The International Journal on Governmental Financial Management


Public financial reform appears to be entering a new practical-oriented phase especially in the public sector accounting and budgeting field. While accounting and budgeting scholars have exerted great efforts in the last three decades aiming at reforming and developing public sector accounting and budgeting, these efforts are still of little value to the public sector accounting and budgeting practice. Therefore, the aim of the new phase is to foster communication between the accounting researchers and practitioners, which in turn leads to improving the accounting and budgeting practices and facilitates the work of practitioners. This issue of the Journal takes the initiative of dealing with articles that enhance and improve the accounting and budgeting practice.

The discussion will focus on DRM and how developing countries are moving along the continuum from needing assistance to prosperous nations.  DRM is the natural counterpart of that development.  Description of the benefits to countries of DRM will also be discussed. How it has been done – successfully! – and what has been achieved.  Discussion of the El Salvador case and elements of other cases will be covered.  Upcoming meeting in Addis will touch on how DRM plays on the international stage.

Our Speakers:
Jorge da Silva was appointed Executive Auditor of the Inter-American Development Bank (IDB) on September 1, 2012.  Mr. da Silva brings to the IDB more than 25 years of private and public sector experience in internal auditing, accounting, risk management, internal controls, and information technology.

Mouhamadou Diagne is the Director of Strategy & Operations for the World Bank Group Internal Audit Vice Presidency and brings to the institution over 20 years of experience in Accounting and Auditing. Prior to joining the World Bank Group, Mouhamadou held senior positions at Fannie Mae, Arthur Andersen, and Deloitte & Touché. Mouhamadou is a CIA, CPA, CGMA, CIDA, and a member of the AICPA. He is holds MBA and MSc. degrees with concentration in Finance.

Daniel S. Nelson joined the IMF in October 2004 as Assistant Director at the Office of Internal Audit and Inspection in the International Monetary Fund (IMF), Washington DC. Prior to the IMF, Mr. Nelson worked at the UN World Food Programme, and with Price Waterhouse. He is a CPA and a CIA. Mr. Nelson also served as a member of the audit committee of the United Nations Children’s Fund (UNICEF).
